Bengaluru: Karnataka high court has called for the establishment of an integrated technology-driven solid waste management (SWM) governance framework in Bengaluru.
The city is plagued by blackspots – areas of recurrent unauthorised garbage
dumping that pose a significant threat to public health and the urban environment. The court observed that SWM is not merely a statutory duty of municipal corporations, but a constitutional obligation linked to the fundamental right to life under Article 21 of the Constitution. It held that the current situation constitutes a grave public nuisance exacerbated by irregular and inefficient waste collection services, which leave citizens with few viable disposal options and foster illegal dumping.
